Crime rates are very small in some countries and cities. One thing that I think helps is growing up in an intact family.

I've noticed this as I've gotten older - particularly for the poor, a cohesive family structure can add a sense of security and stability. Of course, this assumes the family is not abusive, etc. However, many of my friends who cut themselves, got into trouble, etc., were dealing with a chaotic family situation.

Meanwhile, one reason Asian immigrants to America do so well... their parents typically work together to raise their children.
