Dog parks could be safe if owners actually watched their dogs. Good parks have separate areas for large and small dogs. They could be great but too often people focus on socializing with each other instead of focusing on their dogs. Dogs, like small children, need to be supervised.
There is a park in my area with off leash trails which I love. My dog gets lots of exercise. Only friendly dogs are allowed off leash. People keep non-friendly dogs on leash and I'm very careful to give them lots of space. People are really good at following the rules so that is a great place.
It helps however that I have a large, friendly dog that stays close to me. If he was dog aggressive or did not stay close I would never let him off leash. In fact, because he is so large, if he was the least bit aggressive, I'd muzzle him just to be safe. I think people are responsible for their dogs and I would be horrified if my dog bit another dog or a person.
