you raise a good point, except that in this day and age blacks are much more empowered than prior generations.

There is an implication that an all black neighborhood would be inferior in some way, and I don't agree with that. A neighborhood of black professionals should not be viewed differently than a neighborhood of, say, Chinese professionals or German professionals. If it is treated differently in practice when it comes to things like street repairs, then it's time for the lawsuits, because all taxpayers should be treated equally.
